Accountant-General's Department (AGD)
AGD is a department under the Ministry of Finance (MOF). We are responsible for the delivery of a wide spectrum of financial and accounting related activities. From preparing government financial statements to value for money reviews, we at AGD collaboratively support the Accountant-General in setting accounting standards for statutory boards and in the statutory role of protecting Singapore’s past reserves.
Our Areas of Responsibilities
AGD prepares the Government’s Financial Statements for presentation to the Parliament.
The Department formulates, reviews and advises on financial, accounting and reserves related policies and principles.
The Department sets accounting standards, policies and practices for compliance by ministries and statutory boards.
The Accountant-General reports on the reserves position to the President and informs the President of any proposed transaction that is likely to draw on past reserves.
We monitor returns from the Government’s investments and provide analysis of their performance.
We review land-related policies, procedures and systems to optimise returns from Government’s Land & Buildings portfolio.
We manage the cash of Government and Statutory Boards to raise cost efficiency.
We monitor the cost and risks of Government’s borrowings and put in place policies, procedures and systems for efficient debt management.
We develop and administer centralised accounting and payment systems for use by the Civil Service, such as NFS@Gov for financial accounting and payment services, and PaC@Gov for payroll and claims.
We also design and implement policies and controls to improve organisational processes and to ensure the integrity of the centralised systems. In addition, we help to build financial competencies in the Civil Service by providing training, advice and support to financial staff at Ministries.
We help to raise corporate governance in the Public Sector by providing quality internal audit services and value-for-money reviews to ministries and statutory boards.
As part of internal audit services, we review the systems and processes to ensure proper accountability and utilisation of financial resources and compliance with relevant laws and policies.
The office conducts regular reviews on spending and programmes by Ministries and Statutory Boards to evaluate how funds have been used and whether goals have been achieved economically, effectively and efficiently.
