AGD hosted a team of Sri Lanka delegates from the Ministry of Health on 6 Sep 2018 to study the Singapore Public Sector Financial Management including how MOH oversees the financial resource management of Singapore’s Healthcare System. AGD also shared with them our central financial systems and how it supported the central payments and payroll services to suppliers, pensioners and employees.

AGD hosted a Hong Kong delegation headed by the Head of its Treasury Bureau that visited AGD over 2 days in July to learn about the Public Sector Finance Transformation journey that the Singapore Public Service is embarking on. We had a very good session where we shared and exchanged perspectives with our Hong Kong counterpart on a range of global trends and developments affecting Public Sector Finance.

AGD is having similar engagements with our counterparts in Australia and the UK. Such exchanges are important as it enables us to learn and keep ourselves updated on the international best practices and developments. It also serves as a strong affirmation of the Public Sector Finance Transformation journey that we are embarking on as our international counterparts view us as a relevant reference model for their own transformation journey.

Global Government Finance Summit

As part of the Global Government Finance Summit which was held in Berlin on 27 & 28 April 2018, AGD shared with Heads of Government Finance on Singapore’s journey in improving public sector productivity through digital services. AGD highlighted how the Singapore Public Service analysed the data gathered from customer-centric mobile services to provide better information for planning and decision-making. AGD also shared on our experience in deploying network analytics to strengthen governance as well leveraging digital technologies such as robotic process automation and machine learning to streamline business processes and gain greater efficiencies.

Singapore-Malaysia Public Service Games and Joint Seminar 2016

As part of the Singapore-Malaysia Public Service Games and Joint Seminar held in Singapore from 14-16 October 2016, MOF and AGD hosted our Malaysian counterparts, Dato’ Haji Che Pee bin Samsudin, the Accountant General of Malaysia and other Delegates from the Malaysia Public Service.

The games fostered closer ties between the Singapore and Malaysia Public Service while the joint seminar facilitated an exchange of ideas on how the public service can best adapt and evolve in this changing global landscape to better serve the needs of the public.

On 22 Mar, AGD hosted the UAE Ambassador to the Republic of Singapore, H.E. Dr Mohamed Omar Abdulla Balfaqeeh. The Ambassador wanted to find out about the Vendors@Gov mobile app, which clinched the best mobile government service award (economy and commerce) at the 2017 World Government Summit. Besides sharing AGD’s journey in developing the mobile app, the Accountant-General discussed the challenges facing SMEs in their vendor transactions with the Ambassador.

Briefing to Delegation from Comptroller General’s Department, Thailand

On 9 May 2017, AGD was invited by Thailand’s Comptroller General’s Department to do a sharing on the Singapore Government’s Central Financial Systems at the Royal Thai Embassy to a delegation of 85 people.

At the briefing session, AGD shared on the central financial processes and systems that the Singapore Government has put in place including budgeting, procurement, invoicing and payment processing. AGD also shared on the various initiatives we have taken to develop the central finance systems in order to automate processes and improve the service delivery to stakeholders.

IIA Global Internal Audit Leadership Summit and Annual Conference 2017

AGD took part in the IIA Global Internal Audit Leadership Summit and Annual Conference 2017 held between 25 to 27 October which gathered about 200 delegates and speakers from around the world to share their thoughts and ideas on the future of auditing in the cyber age. As digital technology advanced and opened up new possibilities, the high level of interconnectedness also exposed organisations to a corresponding level of vulnerability. Organisations needed to recognise and understand these trends to build up their cyber resilience and better manage the associated risks.

AGD also met up with Ms Heidi Mendoza (Undersecretary General for the United Nations Office of Internal Oversight) who was the Guest of Honour at the Summit and gained insights on how internal audit departments could continue to seek improvements and react to the cyber threats and IT risks in the digital age. Internal audit departments which were looking at improving their processes and audit methodology could consider seeking peer reviews to help them in identifying their strengths and weaknesses and facilitate the sharing of good practices among the internal audit community. At the organisation level, management must set the right tone from the top to instil the right corporate governance culture. As leaders, management needed to look beyond operations, stay ahead and leverage risks to find opportunities to improve their Governance, Risk and Compliance framework.
