Dialogue in the Dark @ Ngee Ann Polytechnic

AGD officers engaged in group discussions to generate new ideas.

This year’s AGD Advance was held at Ngee Ann Polytechnic’s Dialogue in the Dark. The Advance was a good opportunity for our officers to generate ideas and chart out the future of AGD.

Our officers took part in persona games to understand the difficulties faced by our key stakeholders, and brainstormed solutions to these problems. Through sharing sessions by our accountants at Ministries, we caught a glimpse of the work being done across the whole of Government.

For many, the highlight of the day was our lunch by Dialogue in the Dark. This unique setting allowed us to experience a world without vision.

From 4 - 23 Jan 2018, the Finance Academy conducted Phase 2 of the 2017 AGD Associates Programme covering various key topics such as Government Accounting, Central Systems and Operations, Value-for-Money Reviews, and Internal Audit. The Associates Programme is essential for our Associates to strengthen their domain knowledge of Public Sector Finance. We also arranged for the Associates to visit the Institute of Mental Health to understand the landscape of the healthcare sector and how the Finances are managed within the agency.

This year, the programme attracted a good mix of participants from both the Ministries and Statutory Boards to allow them to develop more in-depth knowledge of the key functions under Public Sector Finance. The various programmes continue to generate positive feedback from the participants. The programme will be improved to ensure its relevance.

During this talk, interactive activities were used to walk participants through some key changes to the Enhanced Auditor’s Report that was implemented since last year and also some of the key learning points extracted from reviews conducted by professional bodies on the implementation of these changes.

The 2018 AGD Advance was held at the Civil Service Club (CSC) Tessensohn on 4 May 2018.

Our Advance theme for this year - “A Future-Ready AGD”, was especially relevant as we shared about the role of AGD in transforming Public Sector Finance. The topics for the morning segment also covered on AGD’s Digitalisation Plan and highlighted how AGD was experimenting with Robotic Process Automation to automate manual transactional processes. The afternoon session comprised various team bonding activities. The yearly Advance provided an invaluable opportunity for our officers both at HQ and the agencies to bond and get to know one another.

On 4 July 2018, Prof Lim Soo Ping, Professor of Accounting (Practice) from SMU and former Auditor-General of Singapore from 2007 - 2013, had conducted a talk on dealing with ethical dilemmas, where he shared about “making the choice between right and right” as dilemmas often pose a difficulty to choose what is right legally and what is right morally.

With his affable and candid demeanour, Prof Lim highlighted a lot of case studies and personal stories he had come across throughout his illustrious 37-year career in the Public Service during the highly interactive session. It was an engaging and insightful session for the 161 participants in attendance from all over the public sector Finance community, including some of our very own AGD officers.

AGD together with MOF officers participated in this year’s Public Service Sports & Family Day at Gardens by the Bay (Bay East) organised by the Civil Service Club on 14 July 2018. There were plenty of fun and exciting activities coupled with surprising treats for the Public Service officers and their families. AGD took part in the Amazing Race and the Bubble Soccer competition. Both teams came in 3rd! Congratulations to AGD!

The Finance Academy jointly organized an awareness talk on RPA with MOF-SDO and CSC, with a total of about 160 attendees ranging from Senior Management of various Ministries and SBs, Finance Leaders, and the larger public sector Finance community on 2 August 2018.

With expert speakers from PwC and VITAL at the helm, the engaging and insightful session gave a broad picture of RPA as well as the efforts spearheaded at a WOG level by PSD and VITAL, giving key insights as to how agencies can apply RPA in their agencies and synergize such efforts across WOG.

On 30th September 2015, the MOF Family gathered at Singapore Polytechnic for the annual Productivity and Active Day. This year was special as we also celebrated SG50 at the event. For Productivity Day, we heard from both DBS and IRAS on their use of data analytics to enhance their operations. After lunch, the Active Day activities began with the mascot competition and telematch, before the much anticipated Captain’s Ball competition. It was a great time of getting to know the MOF family, and having fun while we’re at it!

Helping out at Willing Hearts

On 15 Mar 2016, a group of AGDians visited the soup kitchen at Willing Hearts as part of our community volunteerism efforts. They helped out in the preparation of meals which would then be distributed to the underprivileged in Singapore. Seemingly routine tasks, such as wrapping spring rolls, sorting donated food items, and unloading goods, proved to be challenging to the first-time volunteers. The volunteers felt a sense of satisfaction and accomplishment after seeing the large number of families who had benefitted from this Programme.

AGD has been holding regular Finance and Technical training sessions for our officers to build up their professional knowledge in key accounting and financial issues. The first Finance and Technical training in 2016 was held on 12 February focusing on Grant Accounting for the Public Sector.

The session delved into the differences in the accounting treatment between Government and Statutory Boards for Government grants given to SBs. The key take-away of the participants from this Finance and Technical training session was to develop a better understanding of the accounting impact of funding policies for Statutory Boards.

AGD took part in the Operation WE Clean-up – a community clean-up event together with the rest of the agencies from the Treasury Building on 6 May 2016 (pm). AGD officers took on the role of the cleaners to pick up trash around our office area. Through the event, we developed greater awareness of the impact of our actions on the work of cleaners. All of us could play a part in taking a zero tolerance towards littering and ensuring a clean living environment.

Through such sessions, AGD aims to engage the public finance community and facilitate professional development of public sector finance professionals.

AGD held our regular finance and technical training session on 18 August 2016 and invited the public sector finance community to join us for a sharing on Integrated Reporting. Leading practitioners from both the public and private sectors were invited to share their expertise and experience on Integrated Reporting.
The session started off with Mr Uantchern Loh, CEO of Black Sun (Asia Pacific) and the former CEO of Singapore Accountancy Commission, to share his insights on the latest developments in Integrated Reporting. Following which, findings of a study on the feasibility of adopting Integrated Reporting in the Public Sector was presented by AGD. Ms Yvonne Chan, CFO of Maritime and Port Authority of Singapore, concluded the session by sharing her experience in leading her organisation’s journey in Integrated Reporting.

The Annual AGD Team Bonding Day featured flagship games of Sushi Making and our own edition of Amazing Race. More than 100 AGD Officers rolled sushi, chopped carrots, sliced cucumbers and ran like never before.

Over the 3 hours of team bonding, new friendships were forged and old friendships strengthened. AGD continues to pride ourselves as an employer of choice, where our officers not only know how to work hard, but also play hard!

For the finance and technical session held on 29 Nov 2016, AGD, in collaboration with ISCA, invited an expert panel of leading practitioners from both the public and private sectors to share on the developments and updates on accounting and auditing standards.
The Group CFO from JTC, Mr Ho Tuck Chuen, kicked off the programme with an insightful and informative talk on the updates to IFRS 16 on Leases. This was followed by the sharing by the Big 4 Accounting firms on the relevant auditing and assurance standards guiding different review and assurance engagements so that the right type of services can be chosen when engaging external accounting firms.

The AGD Academy launched Phase 2 of the 2016 AGD Associates Programme from 3 – 20 Jan 2017, with modules covering various key topics including Government Accounting, Central Systems and Operations, Value-for-Money Reviews, and Internal Audit. The Associates Programme is a key developmental programme for our associates to build up and strengthen their domain knowledge of Public Sector Finance. We had also arranged for the associates to visit the MAS Innovation Lab as part of the learning journey to understand key developments in FinTech.

In addition, for the first time, we have also extended selected modules of the programme to the larger Public Sector Finance community. Various public agencies have sent their officers to attend the various modules in the programme, allowing them to develop more in-depth knowledge of the key functions carried out by AGD and the impact of these functions at the Whole-of-Government level.

The programme garnered positive feedback from the participants. The Academy will continue to refine the structure of the programme to ensure its relevance and position it as a milestone programme to level up the capabilities of the Public Sector Finance professionals.

Internal Audit Course - Auditing Procurement

Internal Audit Course

On 16 - 17 March 2017, the AGD Academy launched the inaugural Internal Audit (IA) course, Auditing Procurement, in collaboration with Ngee Ann Polytechnic (NP). This course aims to equip new public sector IA officers with less than 3 years of experience with the necessary skills and tools in conducting risk-based procurement audits.

Attended by 30 participants ranging from various Ministries and Statutory Boards, the course allows the participants to gain first-hand knowledge through a series of interactive hands-on sessions, public sector case studies and exercises to identify key compliance issues arising from procurement audits.

The course received positive feedback from the participants as it offered useful takeaways that can be readily applied back at work. The AGD Academy will continue to identify relevant topics and work with NP to roll out new courses which will be useful in levelling up the capabilities of the public sector IA community.

Finance & Technical Training - Leveraging Fintech and its Impact on Operations

As part of our Finance and Technical Training series, the AGD Academy, in collaboration with MOF Skills Development Office, invited the Vice-President of Fintech and Innovation of OCBC Group, Mr Altona Widjaja, to give a talk on the key developments in Fintech and its impact on business operations, particularly on the finance function. This talk was aimed at raising awareness of Fintech among public sector finance officers.

During the talk, Mr Widjaja highlighted key developments in the Fintech world and the available tools and systems in the market that had helped to transform key financial processes including financial reporting and capital budgeting. Mr Widjaja also shared on examples of the current Fintech and AI projects that OCBC was co-creating with Fintech Startups through the Open Vault at OCBC.

During this workshop, participants gained great insights into fraud management within the public sector through various case studies and also had the opportunity to apply the concepts learnt to a simulated group exercise in fraud detection and analysis. Participants also benefited from a sharing session by CPIB who touched on the topic of public sector corruption.

AGD had conducted a session on Accounting for Non-Exchange Revenue and Sponsorship for the public sector Finance community and AGD officers. Covering SB-FRS 1001 Accounting and Disclosure for Non Exchange Revenue and SB-FRS Guidance Note 7 Accounting for Sponsorship Received, participants were walked through various case scenarios in applying the accounting standards, giving them guidance on how the standards could be applied to their respective agencies.

Participants from various agencies were walked through simulated hands-on exercises covering the various system roles within the Payables module to allow them to gain greater understanding of how payments are processed and managed within NFS@Gov.

Officers also got to view historic articles and old pictures of AGD at the heritage booths. Not forgetting the 3 innovative team building games where officers formed teams and worked together to win prizes! It was a fun-filled afternoon and all of us certainly enjoyed the session while building stronger bonds within AGD!
